Straight question:
Can you get both Guild halls for one guild?
Yes, but only one can be active at a time. You have to secure the other each time you wish to change them.
Or have 2 guilds.
What happen with the improvements obtained in one guild hall when you switch to the other?
Improvements are obtained for guild, not for guildhall, so you will retain them. The same with decorations, though any guildhall change will reset their placement, sending them all to storage.

I can’t seem to find a solid answer for this, so I figured I’d ask here…
If you claim a guild hall for 100g, then later on down the road decide to change it and pay 100g to go after the other one, but then feel like switching back to the original one, do you have to pay the 100g to basically reclaim it? I’m assuming yes, since it’ll likely be overrun with mordrem again, but I still would like a clear cut answer.
Also, just to stir some thought, do you think Anet will add more guild halls in the future? If this is a possibility, what kind of locations would you like to see? Personally, I’d like a tropical beach kind of guild hall so it feels like a vacation every time i go! But if they DO start adding new guild halls, I would hope that they could cut the price to claim them a little bit to maybe encourage smaller guilds to go after the new ones, you know?

I know there’s many that just ally/make their own duplicate guild to get access to the other guild hall.
Yes, every time you want to switch a guildhall you need to pay 100g and do the capture event again.
Some floating islands like the Kingdom of Zeal in Chrono Trigger would be nice.
