How do I get this, exactly? My highest level character is 32.

Only available for level 80.

Level to 80. Complete all of your skill and trait lines. Earn 75 extra hero points beyond the ones you gain for leveling. This will allow you to unlock the elite and the first minor trait in the elite. You need that first minor trait to be able to make use of the trait line, since that’s where all the base class changes are unlocked.

Keep in mind that you also need 400 hero points to max out the elite, and need to max out hero points on every single skill line you have.

Ive put 100 points into Dragon Hunter, and was sent a Bow in the mail. But I cant use it, it just says that my class does not allow it. Ive learnt Longbow Proficiency and the one after that – so do I need to get all the skills in Dragonhunter unlocked before I can try the class?

Elite specs are specializations AKA trait lines.

You need to switch the bottom trait line (the elite slot) to drangonhunter to use dragonhunter features like the bow or dragonhunter skills.
