It would seem, particularly with the rumored “cost” of Elite Specializations, that Elite Specializations, like Elite Utilities, should be an additional specialization, not a replacement specialization. It’s bad enough that we can’t pick and choose our traits from the original 5 trait characteristics that we are now limited to choosing from 3.
Soon we will be expected to be getting the Elite Specializations, which will be great, BUT, we’ll be losing another set of traits as well.
I realize that this may give an advantage in WvW or PvP, but as has been done in the past, make the Elite Specializations available exclusively for WvW and/or PvP if not already equipped in PvE.

So from what I can understand from your post, you would like the elite specialisation as a 4th line to add on your existing 3 lines you picked?
I think that kind of defeats the purpose of specialisations. I really like that they have done with the 3 trait lines max. Imagine having to pick from 8 trait lines in the future
Still need to pick 2 from base 5 lines and then your elite specialisation. Let’s say you have reaper now and maybe demon summoner later on. Reaper focusses on the power side of necro, Demon summoner may be really cool with Death Magic line. And the even further down the line Abyssal Conjurer may be sweet with the Curses line! Specialisations has me pretty stoked :P
Note These are obviously thought up specialisation names and in no way are they rumored to be true additions to the necromancer profession!

Ok, I’m now noticing that the 3rd trait block has a design pattern around the area. I would “assume” that this is where Anet has meant for Elite Specializations to specifically go.
With forward thinking, this may make sense that this was part of the plan. You may either have a basic or elite specialization in that block. If we assume what you state, that there may be other elite specializations, then only 1 elite specialization may be active at a time (in the pattern encircled block)
If you buy the xpac you can choose three line just as you can now, the difference is one of those lines may be an elite spec.
Hope that clears it up.
You get to pick from 3 Core Specs OR 2 Core Specs + 1 Elite Spec for each of your builds. This will be the system once they release HoT and further Elite Specs.
