Yes, seems like it have to be specific one, or it’s total random again.
Only places I can think to find them are fireheart rise, certain fractals, and CoF.
I’d try doing all three and see if they drop instantly. If they don’t, it’s probably RNG.

I got mine from a random effigy near the Citadel of Flame. Plenty around there and occasionally events which spawn more.

The wiki says Champ effigy will drop it if you have Obsidian Magma Container in your inventory.
