If he pre-purchases the game, he will get access to the core game now.
If he pre-orders the game, he likely will not get access.
As the title says:
A friend of mine wants to start playing GW2 and is considering the Heart of Thorns prepurchase which includes the base game, if he prepurchases now will he have the core game available to him prior to launch e.g. now?
