They already answered this with a “no.” The thread has been buried since they were all merged. Someone wrote support and asked, and a representative named Lance gave the answer.

Edit: to clarify, OP is asking whether there will ever be an “expansion-only” option available from the Gem Store. That is, will there ever be an option to purchase HoT alone, without forcing players to pay for the core game? (By the way, that “includes core game” is not a free inclusion—that is a marketing spin, wake up fanboys.)

Heh heh chicken logic. I agree. They changed what it says in the Gem Store after people got upset. To me, this casts as much suspicion on them as the ninja edit they made to the FAQ hours before pre-orders were available.

This is how I read it too, but if not I’m sorry? lol either way expansion will cost you real money, if you wish to upgrade it will cost you gems (take that how you want to)

You can currently purchase GW2:HoT through the Black Lion Trading Company interface, under the Gem Store tab. You can also purchase gems there. You are required to use real-world currency for either of these transactions. Does that clear this up for you?

OP was not asking for a free expansion. OP was specifically asking whether current players would always be forced to buy the core game + expansion bundle (which they are and will always). As you can see, OP says I gave a sufficient explanation, which suggests to me that I interpreted the post correctly.
