Looking for information on how to adjust static items in guild hall. I put them down but I don’t know how to turn them or even move them after dropping.

ok it seems you just place them once, then “delete” them (3-5 are pickup skills) and they go back to guild storage to be used again. You cannot “waste” them.
To place them, orient your character and face them in appropriate direction. You can move your character while having a static at your pointers location prepped for placement.
