Will Guild Halls Arena boost your character to lvl80 with all skills, traits and stats unlocked like the PvP Lobby in Heart of the Mists?

If so this is going to be awesome!!!
If not this is going to suck…

I like fair pvp matches even within guild hall arenas. It helps everyone test new things out and experiment builds. >:)

Does anyone know the answer to my question? =(

Very unlikely since the devs have stated that it uses the PvE/WvW system and gear.
