Please add the above to the permissions setting. Since it cost nothing to activate missions, naturally, everyone were given permissions to do it so they can get the easy missions at their own pace. The down side to that is that some people will switch the preference (while having no idea what they are doing).

Are you asking for ANet to offer a setting that restricts who gets to change the mix of potential mission modes, e.g. PvE only or WvW only? yeah that does seem like something only certain people should be allowed to do.

Maybe they can combine it with one of the existing permissions, such as “Claim Guild Hall” (since both are choices made infrequently and probably by the top ranks only).
