There are quite a lot of simple ways around this, taking an average of your guild number week after week, if the number goes down drastically it counters that by keeping you at the higher number, if it is stead at a low number week after week keeping it at a lower % of the normal prices. You can’t honestly sit there and say its okay for smaller guilds to get the shaft. Its basically forcing people to go to larger guilds if they don’t have the money, and thats all it is, MONEY that separates the small vs large guilds, just to get the bonuses from the guild halls.

It would punish big guilds for having a lot of players. Bigger guilds would start to kick inactivate players and players who don’t help buying stuff. I’m in a larger guild (currently ~90% representing) and have “spend” 0 gold so far for the guild hall. However I’m doing guild missions and some organized stuff sometimes (with Teamspeak). I’m pretty sure I’m not the only one like that and I could imagine the leaders would hate such a change since they are really open but would have to kick or ask for gold from their members.
Also why would bigger guilds have to pay more if the product is the SAME at the end? As I said: New guild halls that are smaller and cost less (to upgrade) would be a way to make it better for smaller guilds.

I just said Bigger guilds would NOT have to pay more, I’m saying Big Guilds can handle what they are currently at, but small guilds can not. Your basically proving my argument for me by saying big guilds should not be punished, but small guilds should be by virtue of them being small. You say you have had to spend 0 gold, thats commendable, but if you take a large guild, say of 200 people, each donating something, you can easily take care of many of the items that are quite expensive, say for example ley line tools, only 1 in 10 has to donate one and your overflowing with them, but a guild of 10-20 people, each one has to donate 2 or you cant get the upgrade.
Small guilds should not be punished for being small, Anet even said that supposedly the new guild missions and guild halls would be inclusive and available equally for both small and large, yet it seems small guilds have either a massive grind wall, or a money wall attached to them compared to larger guilds. No matter how you slice it the disparity is unfair to those that prefer a smaller community compared to those that don’t. Not everyone will donate to a guild to help build parts of their guild hall, but the larger amount of members you have the higher amount of pool there is for people to donate compared to a smaller guild. There should be some sort of method, device, or something to help with the costs.
We already have it gated behind favor weekly and aetherium/minute, and at current rates it would take 6 months minimum to unlock everything, you cant honestly tell me that people would kick others out of their guild for 6 months to build all the upgrades at cheaper prices. There are methods like the one I mentioned to counter act anyone trying to be shady, what I am saying is needed is the same as we have on many bosses, either it upscaling or downscaling based upon the amount of players in the situation.
