Guilds and Guild Halls

You will have access to an instance in LA which will have some of the things previously accessible on the guild panel, whatever that means. I would like to know who needs to have HoT in order for a guild to have a hall. The leader, an officer, or any member?
Apparently, the people that do the event to claim the guild hall need to have HoT (opening the GH is done in the new zone), but then, when claimed, guild members without HoT can join the GH instance.
But in all honesty it’s not stated very clear, so we’ll need to wait and see for the details.

the leader needs to be present to claim a guild hall. that said, any member could be promoted to leader, sent to grab the hall then demoted again…

You’re basically correct, Galandil.
By virtue of the guild hall maps being out in the jungle, you’ll need access to those expansion maps in order to initially liberate your hall from the dragon. Once you’ve cleared out your guild hall, though, guild members who don’t own the expansion will be able to travel to the hall via a fast travel button in their guild panel. Benefiting from new content in the hall will require owning the expansion, but you’ll be able to benefit from existing functionality without it (e.g., using the guild bank, running missions, etc).
