So, the HOT announcment says,
“Starting on June 23, 2015, you will be able to upgrade to Deluxe in the gem store, but the only way to receive the Ultimate edition is to buy it from buy.guildwars2.com or in-game.”

Does this mean that once you prepurchace the game you can’t upgrade to the Ultamate Edition EVER?

I really hope this is not the case because I intended to get the Ultimate Edition, but didn’t have enough saved up at the time of my initial purchase.

It just means you cannot upgrade to Ultimate. You have to buy it for the full price of $100 if you want it, which would mean you have bought HoT twice if you already bought HoT.

It does mean you can not upgrade to Ultimate ever. It’s a one-shot deal, because of the Gem discount.

You can, however, get a refund (within 30 days of purchase) for your Standard Edition, and then purchase the Ultimate Edition, I believe.
