I have bought the standard edition of Heart of Thorns, will my characters be able to use the hang glider? Is that also part of the standard edition? If this is not the case, how can it be obtained later on?

The special glider skin is for Deluxe and Ultimate versions only. You can upgrade to Deluxe version for gems via the gem-store in game.

As far as I’m aware special glider skins are not required to use it. You just have to learn the mastery for it.

Yes, you can glide in the base version of Heart of Thorns. What you get with deluxe is a skin to make your glider look different. It gives you no other advantage.
