What tier? What do you mean by that?
My level 13 gets pigments on a regular basis from various farms so levels don’t seem to be a factor.
ANet may give it to you.
salvage dyes! for pigments or craft dyes if they’re too expensive on the TP with your chef.
I came late to scribing, i’m sure there are more tricks i don’t know about yet
I already have world complete on 7 toons, so i don’t wander about much in central tyria where i noticed i get them more frequently.

I have similar numbers in the pigments except for white and black ones. Those I have less than a third of what I have accumulated on all the others. I have to assume they are rarer or else my RNG for those is nil. I checked the wiki and have farmed the stuff that is suppose to tend to drop those two but I still tend to get everything except black and white rarely. Overall I have gotten pigments regularly just not evenly for two of them.
Inb4 Potatoes and Portobello Mushrooms spike in price.
Potatoes have already gone up in price. it’s way more cost effective to farm your own to make dye than buy them.

You can get potatoes for 1.9 silver each. You can farm 8 nodes for about 15 potatoes on average per visit, about 28.5 silver in savings (however it is you get there).
Alternatively, you can farm flax at the Itzel node farm, yielding ~36.5 silver/visit after fees. Accordingly, it’s more cost effective to buy potatoes and farm flax to pay for it. (The Orrian tree farm yields only 25.5 silver, but can be farmed every hour, so that’s even more cost effective.)
Of course, cost effectiveness isn’t the only thing important when choosing acquisition methods. Some people prefer to farm their own mats, which has a personal value greater than the TP WTB|WTS offers suggest and some prefer the convenience of not running around from node to node.
tl;dr the only thing that matters is whether it’s profitable to use the potatoes to craft unID brown dyes and then whether to sell those vials or salvage them for pigment
(answer: yes, the most profitable scenario is selling the pigments from salvaged fine unID browns that you craft, although selling the vials [fine|master|rare] is also profitable).

Don’t forget there are 2 potato farms. With waypoints it only takes a few seconds to reach each and I normally get around 30 potatoes. At 1.9 silver each, that’s around 57 silver per char.
