Hidden build diversity shrinkage.
I am still kind of confused at what you are trying to say. Mind making some more clear examples of the problem you have noticed?
You know how a shout warrior uses shouts for their 789 slots? The way things are going now, that’s soon going to be 67890 and you’ll never see one with signet of rage. Same way signet warriors will always use healing signet, and signet guardian will always use signet of resolve. Shout builds are probably only going to use shout elite and heal skills. Same with the other skill types. As of right now you would be crazy to choose skills from three different categories, I’m afraid that soon the game balance will be set that you would be crazy to pick anything but all signets, or all shouts, or all traps.

you can and are suposed to switch skills out of combat dif skills area needed for dif encounters.
I dubt you will see warriors not run banner of x most of the time

Some traits are just -20% cooldown
Not a whole lot of motivation to pick some utility slots over others.

Traits INTRINSICLY reduce build possibility, because they focus you.

I mean, do people not take ice bow because they have 2 cantrips? No.
Icebow is amazing and you’ll take it regardless of your traits.
Yeah you often do take skills your traits don’t help.
Do guardians without superior Aria and Pure of voice take “RETREAT!” ?
I think his point is that with the new system, a lot of the traits that buff certain utility types have become stronger. What he fails to realize, however, is that most of them are simply OLD TRAITS rolled into one. Which means instead of wasting 2 slots to buff, let’s say, Necromancers Spectral skills, you only need to take one, which means you can easily take the well-buff from another traitline aswell. Especially since you now have 3×3 major traits as opposed to 3+3+1.
There really aren’t that many-if any at all- utility-changing traits in the same traitline (specialisation), let alone on the same tier.
There can be some problems (I think there is a thread of a Guardian that has problems with what he used before now being essentially two Grandmaster-Traits on the same Line, I believe it was the new “signets are bigger and heal” and “shouts turn conditions into boons”.), but for the most part, utility-buffing traits aren’t mutually exclusive.
And let’s be real here, almost nobody uses all utilities from the same type even if they waste 2 major traits on that type.

What I dont understand is why are you isolating a single trait line for your example? If a warrior takes 3 specializations which have utilities signet, shout and (one more) you can still have a healing signet on your 6 with 2 shouts on your 7 and 8 and then signet of dolyak on 9 and signet of rage on 10. And guess what your trait lines support your utility and elite skills as well You will not be able to choose traiits that are irrelevant to your build (skill choices).
