I think if they bought within the last week they have a good shot at getting Support to help them on that. They should submit their tickets right away, and only submit one ticket. They can continue emailing on that ticket as needed, doing a new ticket only slows everything down.

The Deluxe Edition is on sale at buy.guildwars2.com.

If you mean will the Deluxe Upgrade go on sale in the Gem Store, I doubt it. It did not last time, but you can check during the sale period.

It’s been available for 50% off and more for months if you shop at third party retailers. I got HoT for $30 six months ago.

Unless the 3rd retailers are listed as ‘official’ by Anet, you may find your access and $$$ gone. Always use an official retailer or you are taking big chance.
