Does local retailers like gamestop have a physical copy when you preorder from them?

Why dont you ask them?

Pre-orders may afford you a physical copy on release day, you would have to ascertain that from your particular retailer.

Pre-purchase physical editions seem to be scarce. Again, you would have to inquire at your local retailer.

If you look on the FAQ, there is a list of authorized retailers. So if you check by your country, you should be able to find out what retailers offer it in your country.

Not releasing a box means less reviews for Metacritic to draw from and also digital sales through Anet increase the amount they make from each sale. So I doubt Anet will be looking to sell boxed versions.

Except ArenaNet explicitly stated they would be, and are.
