Will we be able to play WvW and PvP without buying HoT?

Yes. Though you will not be able to access some of the features usable in those Game Modes.

I would like an interpretation of your ‘Good luck’.
Do you perhaps mean, ‘Good luck playing WvW without those HoT-activated features’, thereby insinuating I buy HoT?

I mean to understand in order to do what is necessary.

The new WvW Borderlands will be playable by everyone, even if you don’t have HoT. As far as I understand, that includes the new siege and all map mechanics.

I’d say that Revenant and all Elite specialisations are part of HoT.
In WvW I’m guessing that the new Guild features could play a bigger role than before, but seeing that would only require one person to effectively have the expansion to benefit from the new Guild Hall stuff for the whole guild it might not even be that necessary.

It might be that the new PvP mode is HoT Only as well. But I haven’t kept up with all the stuff they said in streams and showcases regarding that, so it could be that it’s not part of it at all.
