Possibly a simple solution that would fix the anger of many veteran players. Don’t want to discuss the price here (Anet’s strategy), but the fact that veteran players feel neglected wrt future ones.

1 new GW2 account
HoT expansion (that can be attached to any GW2 account, be it an old one, or the new one)
If HoT is attached to an old account (i.e. not the new one), add 1 character slot to that old account
Rationale: veteran players should get a gift of equivalent value to the one offered to new players
Deluxe/Ultimate
All additional benefits are provided for the account on which HoT is attached.

I totally agree as I got nine full character slots , six 80es and three 60es.
I have been playing since GW1 and I’m proud of that. Adding 800 gems to the standard version ( we can decide whether to buy a character slot or something else ) will calm all of us down so we would pay 50$ instead of 60$

Problem solved. Packages wont change, they dont need to do anything in the setup of HoT. Just check if the buyer has GW2 on the account that buy it, provide gems, done. Everybody happy. They can do this easily retroactive for anyone that already bought it.
I think they will rather wait until very low sell statistics and then during Christmas they will discount the game by 50%. So they will actually lose money, but that is their problem
Kitty-cat, I do not even care about the extra character slot, just either give me 20$ of gems or let me decouple the new copy of the base from HOT. I do not need yet another mule/test account but at least I was not paying more than what new players get as part of their HOT purchase. If I can not use the base game how is it a selling point to existing customers?
Fanboys, keep raving about how the price is fine. Sure I’d agree with that if it was released as a pure Expansion, without core game . Then I wouldn’t have the reason to think it’s their method of cost distribution: Just making EVERYONE pay 50$ rather than making new players pay 40 for the game and 30 for expansion.

I was thinking Character Slots, but hey gems aren’t too bad either.
The fanboys aren’t the ones raving… let’s face it, the fanboys aren’t the ones making hundreds of identical threads. Also whose saying the price is fine? I’ve been saying: we don’t know about the content and as such cannot reasonably infer if it’s worth it or not. Other’s have been saying: stop being entitled.
Honestly, if they allow veteran players the ability to gift the copy to a friend who doesn’t already own GW2, this would quell a good bit of the rage.
It would be nice to allow vet players to have, instead of a copy of the base game, the option to have an extra character slot or a reduction in the price, but simply allowing us to gift GW2 base to someone else would be acceptable.

They don’t owe everyone a free copy because they elect to give it away to some. Be realistic, how many millions of dollars would they lose by giving away a (normally) 60$ game to each and every person who buys the expansion?

Vets are upset that the $50 is for both base and xpac, basically forcing the vets to rebuy a game they already own. If Anet separated the base game and xpac purchases, there wouldn’t be as much bickering.
If Anet comes out later and says we can gift a copy of the base game to a whole new player, that would be acceptable too.
But so far it seems that Anet is helping the newbie player out more than the veterans. $50 for new players to get the base and xpac, vs veterans (who like me paid $60 when GW2 first came out), will have to pay $50 for another copy of the game which so far is useless and cant be given away and an xpac.

Yeah, I believe the addition of the core game was a honest to goodness attempt on ANet’s part to incentivize new players to give the game a try. Some players might feel hesitant to buy the core game and the expansion if they don’t even know if they’d like the game.
I was a fervent GW1 player. Played all expansions (1 new continent + 2 new classes + new char slots per expansion). Played a lot (god walking amongst mere mortals title). Bought GW2 prerelease. Played a lot (25k+ AP). What bugs me is not that HoT costs as much as a GW1 expansion, though much smaller (they have to make up for living story).
Problem is that the most exciting feature of HoT is the new class. To play it, I will either have to erase one of my 11 existing toons (and I love them all), or to buy a new character slot. This is absolutely not fair for the existing player base.
