Yes. Technically second party account sales are against the EULA. If you’re buying a key, you’re making a second party purchase as you did not purchase it from arenanet or a licensed retailer directly.
It is highly likely this action could get your account actioned or banned.
if you don’t want to pay the price point that’s a personal decision, but what you’re looking at is getting a discount for an illegal second party key that is against the EULA.
Unless anet or its licensed retailers discount it, you’re probably buying a key obtained via questionable means in the first place.
I would ask arenanet support about your situation before buying a key and potentially making an account-ending mistake, and only ever buy software from people who are actually legally allowed to sell it.

It is perfectly legal to resell a digitally-purchased copy of a game, as ruled by the Court of Justice of the European Union. So I should be fine as long as the key was gotten legally.
The problem isn’t that I don’t want to buy from ANet’s licensed retailers, some of them also have the price of 33-34 euros which fits me. However, they simply cannot sell to me as I live within the Russian Federation, and apparently their goods can only be sold for their countries.
Once again, this severely limits my options and puts me into this situation. I can’t even buy it from any retail store in Russia because it could be judged as “fraudulent” at any moment, which is stupid IMO.

I’m not making value judgements, but remember that the EU court finding only applies within the EU. Everywhere else, including I presume russia and I know for a fact the US it is a legal grey area. My personal opinions on the subject are something I’m not going to get in to because they’re irrelevant to your question, and I jhust want to keep you from ripping yourself off
Even if it is legal, the EULA for most pieces of software that require connection to an external server explicitly state that the owner of the software (anet in this case) can terminate a license at any time, for any reason, just as a legal failsafe (in practice most companies won’t just cut licenses for no reason because its bad PR)
However, from a legal standpoint, if the purchase is against Anet’s policy (and it is) they can ban your account for it with no legal ramifications as within the laws of the united states (where anet operates from) it is entirely legal.
Again, I would not advise making a second party purchase, and ask anet specifically what you can do about getting a legit copy that doesn’t violate their eula.

If you buy a key from dealer not authorize by Anet and key is stolen or buy with stolen credit card you may have big problem. I see a few people on account forum this happen to and account get banned.

Dude just buy it legit from ANet and save yourself the trouble. Can you really not afford a few more euros?
