I don’t see how xpac is rushed, having a blast playing it. Story is mind blowimg amazing.
The first raid wing will contain 3-4 raid encounters and will be released in a few weeks from now, before the holidays.
We will have one full raid eventually, consisting of 3 raid wings. Raid wing 2 and 3 will be released in 2016. There will be a huge release for the second raid wing in early 2016.

“I don’t like buying unfinished products..”
Just going to chime in here for a moment. All expansions – for basically all mmo’s – are unfinished products.
Think about it like this:
When World of Warcraft launched The Burning Crusade expansion, was it’s version number 2.0 or 2.4.3(2.4.3 being the final version before Wrath of the Lich King)? No. It wasn’t. Because that’s not how expansions work. Or rather, that’s not how MMO expansions work. Personally I don’t know any expansion that comes out ‘fully finished’
Another example would be the expansion for FFXIV. As time progresses, they add more content to the game, the game grows over time – same rules applies to expansions.
Until the next expansion comes out, Heart of Thorns, technically, will never be fully ‘finished’. As for the original question; They said during some live streams that the Raids would come sometime after the expansion launch. They want players to unlock specific masteries as they are supposed to be required for the encounters. Gliding being one of them – not just rank 1 either. I’m assuming its going to be a month or month and a half before raids come out, but I think it might end up being shortly after the Halloween event.
