Guild Wars 2

I have 46 points and I cannot spend them. I am told that I need to unlock the mastery but I for the life of me cannot find any panel that tells me what to do for unlocking it. Who am I suppose to talk to for this? Where do I go? Is it on the achievement panel? I am not sure how I missed the instructions on this in the game but I did and I am so confused on how to use mastery. How do I know how to unlock the masteries to spend the points?

The game told you how. You have to go and do the first HoT sotry step to unlock the mastry system.

It told me what to do for pack commander? How do I see it again? How do I get the mentoring badge and know where to go for the other things there?

The little popup when it gave you the mastry points said to go do HoT mission 1 to unlock masteries. once you have them unlocked, you can use the mastry panel to look over and select your avaliable core materies.
