I go to the store on the GW2 website, but I only see advertisements for Heart of Thorns. Can I buy HoT and unlock the Core content as well?

If you are posting here you already have full access to the core game. Buying HoT will give you access to the expansion and you will still have access to the core game. If you are talking about buying HoT for a second account doing so will also give access to the core game as well as the expansion. The only exception is LS2. If you didn’t log in during that season or have a new account you will have to buy it from the gem store.

You have PARTIAL access to core. You are limited in trading options, can’t receive cash, etc. But, all of the “content” that is core is available in free-to-play.

If the OP is posting here they are not F2P. F2P accounts do not have access to the forums. Thus they are at least a core game owner and have full access to the TP as well as sending or receiving gold and what not from other players.

As the OP asked if they buy HoT they will remain a core game owner without the restrictions you mention. They will have full access to the core game and HoT. Should they chose to buy HoT for a second account they will still have full access to the core game as well as the expansion. As I already said the exception to this, a new account will not have full access to LS2 (being able to earn the achievments and such) unless they buy it for gems.
