Is Daredevil bugged?

or am I just stupid? I’ve maxed all of my training lines and am four traits into daredevil, shouldn’t I atleast be able to use the staff? Am I doing something wrong? Any help would be appreciated.

Go to the build window and choose Daredevil as the third specialization.
