The Pact just suffered its most devastating defeat in its history. It is fair to estimate that 33-50% of our airship fleet were lost in that one battle against Mordremoth. We probably lost an equal number of manpower.
And now all they want to focus on is rebuild LA. >_>
Tyria is potentially on the edge of destruction. All our resources must now be diverted into the war effort. We have no choice but put the whole continent onto total war setting. Everyone, men, women and children, must either join the army or work to support our soldiers and war machines.
Rebuilding LA might be a good propaganda campaign. It would be like lying to the people to tell them everything is ok. Maybe if we hide it well enough they won’t even know until the elder dragon is right on top of them.
Well nothing is OK! What good is a beautiful LA if the elder dragons are going to kill everyone within a year?
LA is a war zone. Why would we rebuild a war zone before winning the war? There is no time and resource left for civil engineering and rebuilding. This is a luxury that only our grandchildren can effort, if we survive.
Else we would be like Marie Antoinette. When someone told her that the people have no bread to eat, she said “Oh really? Then let them eat cake!” Maybe we should face reality instead of living in La-La Land.

I doubt the citizens of LA care much about the Pact while they are living in burned out homes and morning their lost loved ones.
For the players it’s their choice. Help LA or keep on fighting the Modrem in the new zones. Personally, I’ll be rebuilding LA.
Don’t forget that LA is being rebuilt with better defenses. They’re using new ideas and knowledge to make it stronger. LA may become one of the few safe points if things go really wrong.

Look at it from the point of view of those of us who started our characters right after the downfall of LA. Sure, there are pictures from before but it is like something in the theoretical past, we have never known a LA that was not a ramshackle thing where they can not even fix the bridges. The longer it stays like that the more people there are that never saw the former iteration.
Even though for logistical reasons I usually park my characters in LA before logging out I do not feel that strong an emotional connection to all of Tyria except for having other characters in some other races.
People from before had a symbol to unite them. Tyria needs that again so all the races can pull together. That may be a reason they are getting it to us before it HOT.
It’s not like Tyria is run by a single governing body, it is 6 distinct cultures (each race and Lion’s Arch) which each have their own problems, needs and politics. A portion of the people in Tyria are members of the 3 orders and the orders working together is the backbone of the Pact. The orders and the cultures of Tyria are seperate entities.
Likewise, the Consortium is a business group who have repeatedly shown they are not concerned about absurd concepts like “ethics” and “customer safety”. They are appear to be the ones rebuilding Lion’s Arch, their resources never had any chance of going to the Pact. If they put the Mystic Forge, Guild Bank, Black Lion Trading Post and crafting tables all in one area, then they’ll have actually done something right for a change.

It’s like saying we shouldn’t build on the ground the twin towers were at because of 9/11. Do you know how silly that sounds?
Well to be fair, the world of tyria right now is bit frozen in time, as in, hot will follow directly upon the ending of season 2, so until then the news of the pact being completely destroyed by mordremoth hasnt reached anyone yet.
My guess is that the rebuilding of LA is happening somewhere alongside season 2, the city ahving been frozen in time for awhile now catching up while the sw and living story is frozen now.
Also, LA was a warzone, mordremoth hasnt put any real focus on LA aside from a waypoint being destroyed. LA is still an important city so even during a war , in moments where the destruction has passed and its relatively calmed down (in that area) its a good idea to build defenses and bolster the city for possible future attacks.

LA captains have little to do with the Pacts, in their agenda the rebuild of the city is the main thing to do. That’s because LA live with trades, and none wold trade with a destroyed city, bad marketing.
And the captains of LA aren’t Pact officer, so why should they spend precios resorces for them right now that the city is buried?
Another thing to mention: probably the news about the defeat didn’t reach the known world, so as long none know, no point to give resorces to them; in LA captains eyes, the Pacts have a lot of airships, and the Glory of Tyria, the airship that nuke an Elder Dreagon and defeated it, why worry ?
I’m with dsslive here, s/he is just a faster poster nor me. We have parallel timelines. The Pact Fleet destruction has just happened and is not known to the world as of yet; it “reactivates” once HoT launches. Meanwhile we’ve had LA workers hammering away for a year and a day (figure of speech, please don’t take me literally there), and now we are getting the in-game visuals on what has been going on.
LA’s rebuilding is in light of what Scarlet did, and then Mordremoth. I do wonder if there will be any seismic sensors and the like to help against foes that burrow up from the ground.

Lion’s Arch is the central nexus between the races of Tyria both figuratively and literally. It’s where the asura gates all lead. If Lion’s Arch falls to the Elder Dragons we’d be at a massive disadvantage logistically speaking.
Not to mention LA is sitting on top of a major ley line that Modremoth is likely going to be attracted to sooner or later.
Our offense against Modremoth failed miserably. We need Lion’s Arch to be back at full strength if we’re going to survive any sort of counterattack by the dragon. It is far too important to the war effort to just be ignored.

Yes because LA is almost as ugly as my personality right now.

Depending on where Mordremoth is in the jungle id be more Worried about Divinitys Reach. I mean its the closest city aside from Rata Sum.
The new LA will be able to transform into super robot defence macross.
If your city gets destroyed, but your country is fighting a war on a battlefront far away, you don’t just leave your city in shambles because of the war. Resources and manpower might be scarce, but you still rebuild. You need that space so that people in-country can continue to live their lives, and you need that infrastructure and productivity to support the country, and by extent it’s war efforts.
Furthermore, the pact and LA are separate entities. In fact, each major city is a separately governed entity. They’ve only come together now to deal with the ED threat.
The thing to remember is that the players, and history a bit too in this regard concerning the Pact and the fight against Mordy, is kinda in a “time stop” at the moment.
HoT’s storyline picks up right after the loss of the Pact Fleet that we saw in the ingame cinematic. Everything we’re experiencing right now with the rebuilding of LA is in an iffy grey area timeline wise. Additionally, everything that the players know, the stuff show in the cinematics, is metaknowledge that isn’t actually canon, since our characters didn’t actually see any of that. It was just promotional fluff that Anet added for us players.
So it’s entirely possible that no one in LA knows about the Pact getting curb stomped by Mordremoth yet.

I think the whole fleet was destroyed and there is no more pact.. just some survivors. It is now just the heroes who matter in the war against Mordremoth.
