Go to Silverwastes and start the HoT story, it’ll tell you where to go and guide you

To start the story: go to your character page and go to the area that keeps track of your personal story and whatnot, then choose “Play this Story” for the “Prologue: Rally to Maguuma” Heart of Thorns. That’s the first story instance.
