Max level is 80, and in order to access HoT areas you’d need to be at 80. In order to start on your masteries (like gliding, Legendary crafting, etc.) you would need to be done with all of your initial skills/specializations, which is at level 80.
So nothing I can think of that’d you’d be missing out on leveling.
Just curious….how did you manage to get a copy of the game (now) that didn’t include Heart of Thorns, and why would you not have purchased the bundle instead of (in essence) purchasing the core game twice?
Or did you purchase the game long, long ago and never played?
Only ask because if you obtained the game outside the rules of the ToS, you might want to just go ahead and purchase HoT now and play that account, rather than lose all progress from a possible account termination.

So im just starting gw2 tonight, do I need to purchase HoT at the start or can I wait til whatever max level cap is then buy it. Is there anything they added in HoT id be missing out on while leveling?
Short answer: it can wait.
Longer answer: As someone else said, level cap is 80 and 95% of HoT is for L80s. The exception is guild stuff. If you join a guild with a guild hall, you cannot access the potion buffs or interact with guild merchants without HoT. It’s not a big deal; you can still visit the guild hall, contribute, earn guild mission rewards, etc.
The other exception is if you want to play a Revenant as your first/main profession. You can only play a revenant if you own HoT.
Can only speak for the UK but here you can still buy legit physical copies of pre-HoT GW2 from reputable retailers like Game and Amazon. It’s old stock so the typical price is about half that of HoT and the deluxe version is not much more.
By the time you have “run out” of core content HoT will probably be half the price it is today.
The only advantage I can think of for buying HoT from day 1 is if you want to level a revenant as your first toon.

No, I bought it a while ago just hadnt started playing yet
so I heard Guild wars 2 became free and that people who already purchased would get the dlc free so i am wondering was the dlc offer a lie or did i just get forgotten cause i would hate to have spent the 80$ only for it to become free the next 2 years later and get nothing for being one of the chunk of old fans to not get a dlc :/
There is no free ‘dlc’. You may be confused about the Play4Free version of Guild Wars 2 and the expansion, Heart of Thorns.
