I’m not sure that’s true – I believe some of the Tyria mastery points come from completing LS season two instances. Not got a source to hand, but I’ll see if I can find one. But certainly, core personal story and living story won’t be rewarding Maguuma mastery points.
Also, HoT personal story rewarded Maguuma points in the beta. That might just have been for the beta to give us easy access for testing out masteries, it could also be how it is intended to work after launch.

The design team is planning to grandfather in players who have already done most of the activities in the open world, and each of the story instances from Season 2 of the Living World story will grant a Mastery point, rewarded retroactively.
You are correct, my bad. It is possible to get MPs from story instances, I believe.
But, I do not think it is required, as Colin stated some time ago that it was not necessary to finish the PS or LS to advance in HoT.
So, I guess you can use the different kinds of story to obtain some MPs, but get them elsewhere, if you so desire.
No real word on if there is only enough MPs in-game to max out every Mastery line, or if there is an overabundance. I suppose that would make the difference.
We don’t know exactly what from the Core game will give mastery points. We do know from the Pact Commander mastery line stream that they are looking at retroactively rewarding masteries for core completion. We also know that they were looking at giving 1 mastery point for each LS2 episode completed (not sure if that means just having it done, or having done all of the achievements for it).

Indeed – the quote I posted above also talked about mastery points from acheivements in open world, so it sounds like there will be multiple sources of Tyrian points, just like there are for Maguuma (challenges, adventures, etc).
Still, in answer to the OP’s question: You will be able to obtain Mastery Points without having finished the Personal Story.
And, you will be able to obtain Mastery Points from some, if not all Story-type episodes.
