The ability to train Masteries is unlocked at level 80 for all players that own Heart of Thorns.

My Question is: There is also the Pact Tyria mastery track in the old areas. I am right that you need to own HoT to activate the Pac Tyria track or can you activate Fractal Attunement,Pact Commander, Legendary Precursor Crafting( excl three new ones) also without owning the exp?

Out now i only find sources that says, you have to buy HoT but some players told me i am wrong and all have access to the Pac Tyria track and are convinced they are right.

Would be glad if someone could clarify this.

The line you quoted has not changed. Masteries are locked behind owning HoT. Doesn’t matter whether it’s a core track, or a heart of maguuma track. You don’t get access if you don’t own the expansion.
