They haven’t come out directly and said “yes we definitely will in the future” however assorted interviews with Colin give us a solid foundation on which to base such speculation. It has been stated that they looked at it for HoT, but decided that adding the Revenant would offer “more” than just a new race would. So, maybe with the next expansion.
Personally. I have always put forth that they could add new races that fit with the dragon story being told. The Kodan when we face Jormag. The Largos when we take on Bubbles. Not sure where we would slot Tengu in necessarily, but oddly I always think of tying them to Cantha somehow (although I’m well aware that only some Tribes come from there). It would help slide their story components in that way as well.
Edit: All that said, the “race” most associated with this expansion is most definitely the Sylvari.
I would probably care more about them adding a new race to the game if race decision had any impact on gameplay outside of the personal story and a few underpowered skills.
If it’s just going to be window dressing, I’d rather them put that effort into actual content.

Based on comments made by Colin when he was discussing by they went with a new class over a new race, window dressing is exactly what new races are going to be. That’s essentially all they want them to be.

Which, as it so happens, is also why they aren’t a priority.

For new race, you have to exclude the ones that you help during the storyline, namely grawl, hylek, skitt, quaggan, and orge. Also, kodan should be out since they are pretty much same as norn, which are redundant. Harpy, centaur, imp, and margonite are too evil.
So the only candidates are tengu or largos

I don’t know if it’s in the works or not for HoT, but I hope so. I’m kind of bored of the current races…played them all 2-3x through the same tired stories.
I’m hoping some new races are coming out soon, ideally at least 1 in the HoT expansion.
Some examples: Skritt*, Hylek*, Centaur* (Tamini), Tengu, Largos*, Orge, Ettin (with more developed heads), Krait*, Imp (Fire, Ice, Poison, Etc), Harpy*, Margonite, Dredge, Grawl, Giant, Twisted*, etc
*: Starred Items are races I really really like and would love to see in the game at some point in the future.

I’m really glad someone posted this because I think about it a lot and it’s something I’d like to see become a regular part of future xpacs. here’s what I think about each one:
Skritt: could work design wise but the story doesn’t really point to them or any depth coming to them, especially since they’re only kinda affected by the dragons.
Hylek: I see challenges with design, but they could be overcome. Also great for the story, or at least it could be. In the end, this one is a no simply because there are too many better options, or at least I think Anet thinks that.
Centaur: Don’t know if design works or not. It’s possible in the story, but it would likely be years from now after dragons. Same as Hylek, simply better options.
Tengu: Tengu are by far the most likely to be added. Not only were they supposed to be in the base game, and that there are teasers all around for it, but there’s an explanation so easy there’s no way they could no realize it.
Largos: Another great option, for Bubbles xpac. Not much more to say except the design would work quite well which increases it’s chances.
Ogre: assuming they have the mental capacities to be peaceful, they wouldn’t be. At least not with all the races.
Ettin: sounds nice but no just no. They’re too stupid and will likely never get much more depth. double face customization would be epic.
Krait: I’ll be honest I probably want to see this more than any other race. But Anet said they wanted just one race to be plain old evil and that race is the Krait. Also incredible design challenge.
Imp: There are plenty of reasons no, but the thing that kills it is that they’re more semi-sentient with no societies or anything.
Harpy: They seem kinda like Krait. Design is possible but this fails for same reason as Hylek and Centaur.
Margonite: I really like this, but a long while from now given a good setup. Generally humanoid, so that’s good.
Dredge: I don’t know. At this point with no new story focusing on them it’s almost impossible to predict.
Grawl: They’re dumb like Skritt so they need to get smarter. Blazeridge xpac whenever that is will almost surely have more lore on them but playable is questionable.
Giant: They’re way too big and extinct, though I’d LOVE some lore about survivors or something but if they’re alive they must be at least on another continent.
Twisted: not sure what that is.
Only one I can think to add that has any chance is Forgotten for the Kralk xpac, but they face the same design issues as Krait.
EDIT: can’t believe I forgot Kodan! They’re absolutely perfect for Jormag xpac. No more info needed.

Also the Tamini are not friendly to humans. They’re the mean nasty Centaurs found around Queensdale trying to kill you. The hostile Centaur tribes are the Tamini, Harathi and Modniir.
The friendly ones from LS2 are given the name of the “Maguuma” tribe according to the wiki and I can’t remember them being named in the LS (although I may have missed it).

Yah the tengu are the only race with a sufficient platform at the moment capable of making them a significant playable race. A few examples include:
-Society: They already have a rather orderly society with leaders, cities, etc and have moved beyond the more tribal lifestyle of other races such as the Hylek or Centaurs.
-Classes: Tengu have actually been known to have both melee and spell casters I their ranks so it’s entirely possible for them to become playable, unlike other races such as Skritt or Quaggan with virtually no class.
-Lore: The Tengu have a lore around them from many years past and as of late have become a bit more active (though their still not the best team players) in their efforts to help stop them so it’s a chance now for them to break their isolationist views.
-Racial City: The Tengu have their own city known as the Dominion of Winds that currently is inaccessible to players giving them something unique in terms to other races and also offering a chance at new content.
-Armor: They already have a body type and basic armor sets to work with and would be one of the easier races to convert armor over to, unlike the massive Kodan or the Largos with their wings
Two new hot related races are frogs, so exalted have chances to be frogs with wings, who knows.
About playable races: tengu / undead. Still waiting. Centaurs is my bottom line. Naga could happen.
Technically new races in HoT, but not playable:
Nuhoch and Itzel Hyleks.
What I think would be possible:
Tengu (Only once they get new models, since current ones are based on Charr skeleton)
Skritt (Who doesn’t want to be high pitched thieving rodent pests, for dismay of the Asura who view them as potential enemy due to Skritt “group intelligence”, their lore is also very funny)
Largos (These are presented with mystery and that they live in the deeps)
Hylek (These guys have quite solid roles, with their own conflicts)
Centaurs could be interesting to add, they have peaceful maguuma tribes, however they’d still move like any bipedal race, with no “horse” style movement…
Especially this concept art of centaur has given thought of playable race in players
Undead? I think they cannot, since Orr was propably under effects of Zhaitan’s magic seeping out and contaminating everything, after Orr was sunk.
I rarely do PvP or Hard PvE, unless it’s organized.

But if looking at it like this, then Tengu would be the last.
There’s no end to how they could be included into the plot. We know where they are and it’s not like they’re hidden away in some far off corner. Even a wayward Asura in LA that accidentally crashes his experimental flying golem into the big all of theirs would be sufficient. A more likely scenario could be any of the EDs causing some damage that breaks down the wall and forces them out of hiding.

Adding a new race is in some ways a lot more difficult than adding a new class.
Because ANET would need to animate all the different skill animations for all the classes and all the weapons for those classes for the new race.
They would also need to create a new home instance for that race that is adjacent or having access to a newbie zone of some sort for consistency.
In addition ANET would probably need to do an entire racial personal story instances that leads up to shared order and pact missions.
Hardest of all they would need to come up with all the skins of all the armor sets as worn by that race.
The most likely race they could do is maybe the Kodan, since they already have those animations worked out due to the EOTM Kodan transformation. The only problem will be that the home city will be adjacent to a level 80 zone in the Far Shiverspeaks.

As for Races, I can imagine the difficulties of adding a new race. Wouldn’t mind to see a new one. As long as they aren’t too ‘cute’.
As Gliding is becoming an option, maybe a bird like race to aim for the skies? Use your wings to glide instead of a glider and instead of glider skins have wing armor/clothing. I am just throwing something, no idea if it could work lore wise
Skritt, Hylek, Grawl, Ogre and Quaggan – Not happening as they are minor races which are part of the personal storyline as investigation species.
Tamini (Centaur) – No. Antagonst race. Plus since Anet is so lazy with armour skins for Charr and Asura, theres no way they will bother with Centaur. Imagine all the armour pieces they’d have to redesign.
Tengu – The most likely candidate for a future playable, but unlikely due to the above
Largos – Extremely unlikely. They are a rare species and making them playable would cheapen their impact. This species only really exists to be mysterious.
Ettin, Imp – Minor race. None of these have shown enough intelligence to be playable. Plus armour skin redesign isn’t going to happen.
Krait, Harpy – Antagonist races. Plus, see Centaur
Margonite – Dont know anything about these, really
Dredge – While some can be allies, this is very unlikely
Giant – Not a chance…
Twisted – Antagonist race, no intelligence at all, slave machines to Scarlet
We MAY seen Tengu but it will be in the far future. The others will never happen. Sorry.
Likely candidates in future expansions (not HoT):
- Tengu, considering their capital city literally borders Lion’s Arch (and this is made obvious by the presence of several guards), and they have a long history in the Guild Wars franchise. It would be a disservice to not make them a playable race.
- Largos, given the possibility of a Deep Sea Dragon expansion. The brief mentions of their politics suggests ANet wants to explore them further.
- Forgotten, just because I like them and we haven’t heard mention of them in a long while. There’s never been any indication they’ve been destroyed, and since they were stewards for the human gods, it is likely they are still around. Given that Kormir has used the stewardship of the Forgotten, it would not be surprising if she gave them a new place in Tyria as thanks for their help.
- Kodan, although they are relatively few in number. They have a large enough presence and similarity to the Norn that they might play a larger role.
The rest are all too minor or too hostile to current races to be a playable race.
- Skritt are too minor (and stupid individually, the story explains that their intelligence increases only amongst more skritt).
- Hylek are relatively territory-bound as a race (only ever appear near swamps), and a majority are hostile.
- Ettins are far too stupid and lack magic.
- Ogres are largely territorial and limited in size/scope.
- Quaggans are too peaceful and minor.
- Centaurs are an antagonizing race for humans. Even a friendly tribe cannot make up for the vast majority of centaurs.
- Jotun fell from power long ago, and lost their magic. They are unlikely to be playable.
- Imps are usually summoned, meaning their presence is more similar to elementals.
- Krait and harpies are too hostile to the existing races to be friendly.
- Margonites have been supposedly defeated with Kormir completely taking over Abaddon’s realm and eliminating opposition.
- Dredge are generally too hostile to the rest of the races, because of their enslavement by the Iron Summit Dwarves long ago. Some are starting to come around, but it’s not significant enough numbers.
- Twisted are mechanical creatures with no intelligence.
- Mursaat bear mentioning, but they have been too hostile to the Shining Blade historically.
- Naga/Krait are flat-out too hostile to all the peaceful races. They enslave quaggans and anybody close enough to their territory (including humans, sylvari, and more).
- Giants used to rule the world in the previous cycle — Jotun and Norn were some of the giants. The Jotun fell from power and magic use, and the Norn managed to survive supposedly thanks to their religion.

I only see tengu as the main candidate.
Anet will never expand on underwater content because underwater battling is imbalanced, so no largos or quaggan or anything water related.
Kodan, no thanks I have my norn if I want to feel like a giant.
Skritt? we already have a rat-like race that happens to be super intelligent. AKA Asura, playing a skritt would be just playing a dumb asura with a tail.

The only race I’ve much interest in as a possibility is the Djinn, and that seems unlikely due to considerations of armour, swimming, etc. Largos too, I guess, but that’s more a matter of, “If we’re going to get one, I guess they’re the best realistic option.”
As for undead, if they did it, it would end up being the Awakened. But there is too much variance in their aesthetics, and I suspect Johko is never going to be too close an ally (at best a temporary ally of convenience again) to any of the races for that to happen anyway.
I was kind of interested in Wardens prior to release, but they may feel too much like a retread of Sylvari, and I’m kind of hoping if they (and Urgoz) ever get brought up again, there will be some sort of lore connection between the background of the two races.

Additionally, it’s not as easy as you think to throw a new race into a game. You have to create entirely new armor, animations, voice acting, etc. On top of that you’ll have to incorporate them into the previous 1-80 story. Which, frankly, wouldn’t work, and would be an incredible amount of work for you to play a rat…
Agreed its not easy. That’s why it is and always will be Tengu. They have the city, they have the voice acting. It will be the least work for Anet from here on out.

I’m always for more choice, but I think adding antagonist races like harpies or centaurs or whatever makes no sense. Also it would make the average city feel a bit like a zoo. :p
That said, I think Tengu and to a lesser extent Kodan would make a nice addition. The others not so much. :p
Agreed its not easy. That’s why it is and always will be Tengu. They have the city, they have the voice acting. It will be the least work for Anet from here on out.
Its just a matter of when people.
They have a Very minor part of the voice acting, their city in in a awkward spot to place a 1-15 area beside it (best bet would be to have them share celedon forest with Sylvari, but that would be really awkward to have 2 races share one map as first area), the amount of saved work in making tengu vs any other race is likely less than 1% easier, they still need to make a new racial part of the Personal story, complete with cut scenes, voice acting etc, need to design new racial skills, new animations for every single player skill in the game, remake every single armor in the game (and no, you can not just scale down charr armor, it simply dont work that way) etc etc, all for a small aesthetic race it is a LOT LOT LOT easier to make a new class, and a new class add a LOT more gameplay variety long term to the game
Tamini (Centaur) – No. Antagonst race. Plus since Anet is so lazy with armour skins for Charr and Asura, theres no way they will bother with Centaur. Imagine all the armour pieces they’d have to redesign.
Lazy with Charr and Asura? In my opinion it’s great, no gendered armor, so we can use proper armor mixing, that is impossible to female Sylvari, Human and Norn. But that’s my opinion.
Yes Tamini are quite antagonistic, but Maguuma tribes could offer something…
I rarely do PvP or Hard PvE, unless it’s organized.
I vote for harpy, we need a flying race
