Its sad. They should just remove underwater combat and make the weapons land weapons. Like the speargun would be now be usable as a rifle.

There are some Elite Specialization skills that can be used underwater. The Berserker can use Outrage & Blood Reckoning. The Daredevil can use Distracting Daggers and Impairing Daggers. The Tempest can use all of its’ shouts. And The Reaper can use 5 out of 6 shouts.
It’s more of a case of some skills just not being much use underwater or that the developers haven’t found a way to make them work fairly. Even many core professions have skills that don’t work underwater. A year ago they updated some of them to work, but only a couple. One glaring case of a nonfunctioning skill is the Necromancer’s Flesh Golem, it can’t be used underwater because the Developers have yet to give it a swimming animation.
There’s even some mini’s that can’t be used underwater because they don’t have swimming animation.
It’s true that underwater combat doesn’t receive the attention it deserves, but you could say that about any number of game modes. There is speculation that underwater combat may be looked at further when we get closer to battling the undersea elder dragon.
Really, at this point just let the Flesh Golem and whatever other minions walk in the water, who cares how dumb it looks.
Hell, our minis sometimes float aimlessly in the air as we glide with no gliding animation, so.

I was pretty shocked to find revenant doesn’t even have an underwater heal skill, it almost seems funny that they can be this bad at giving us a finished product, except its just sad.

Like, all of the legendary glint stance skills. Because they are so useless and hard to implement underwater.
…oh wait.
Short answer: Devs generally need to be reminded frequently that underwater content still exists. Revenant not having underwater weapon during beta was mentioned, and thus that was fixed. Other things weren’t brought up, so they got ignored/forgotten.

Anet was super lazy about making the new stuff work underwater (hello there, ranger pet from an amphibious family that can’t swim for some reason!), but Mallyx and Shiro do work underwater.

Probably explains why the newer (new wvw boderlands, pvp maps and maguums maps) maps don’t have bodies of water. Devs probably have a lot on their plate with giving us new content, but as an old player spending another $50 for the expansion and not being able to do old content with the new skills and professions, its pretty disappointing.
