Do players with a Beta Slot (from the Stresstest) also need to gain this item or are they flagged for the beta access already?

A: The email from the stress test explicitly stated it did not guarantee future beta event access.

Also stated in the HoT FAQ found in the Knowledge Base.

You are not guaranteed a place in any future Beta Tests after participating, or being invited, to a current or past Beta Test.

You might. If you drop the portal thingies in Silverwastes.

There is no beta there is an event to get a portal drop in Drytop and Silverwastes that gets you into the next beta. The next beta date has not been announced yet but getting one of the portals guarantees you a spot in it when they do announce the date and time.
