New legendaries can't be earned in HoT?

I noticed that the HoT precursor mastery line is for some reason stuck at the bottom of the Tyria section of masteries. It can not be earned or progressed from playing in HoT zones… is this intentional? and if so, why?
I want to play the new content, not be stuck grinding the same kitten content i’ve been doing the last 3 years just to unlock the expansion legendaries.
Please reconsider this and move the HoT precursors into the HoT mastery line.

It’s possible that the new legendaries will have their own separate track in HoT content. Chances are that the mastery track for the new legendaries are simply hidden in the betas so that no players get an unfair advantage over players who can’t get into the beta in terms of knowing what to do/gather/save up.
The original legendaries are naturally going to be tied to the original content before HoT.
Those are very likely to be the mastery for the current precursors, the new ones will be added later. Remember that the beta is still very incomplete compared to what we’ll actually have.
Will new legends be added with HoT? Or after? I’m about to make sunrise if not with HoT, holding out at the moment to see what new legends come..

They are already added. They are in the precursor mastery track which is a TYRIA mastery.
It is complete and added, but you must do Tyria content to unlock them.

It does indeed look like you need core mastery points to unlock the tracks for the HoT legendaries; however, I can see some logic there. I can actually see them doing this for all of the future legendary collections. Use core mastery points to unlock access to the collections, but all of the actual collecting takes place in the expansion areas.
IMO it’s part of a balanced game. Similarly to why they give us bonus chests and level appropriate rewards for doing lvl 15 world bosses, This is another aspect of the game that intertwines players at level cap with players that are leveling.
Early (and even some current) MMO’s ran into problems. seasoned players often stayed in high level zones, making low level areas ghost towns, and low level and/or new players struggled with content that needed groups or assistance.
MMO’s have tried various approaches to getting high level and low level players to mix…I feel that Anet does one of the better jobs in this. Now, with the new expansion, there will be even more reasons for high levels and low levels to mix. BAU.

Everyone is getting masteries, but those that buy the expansion get the Maguuma masteries. I believe this means that everyone will be able to do the scavengers hunt irrespective of if they buy the expansion or not since it included under Tyria masteries.

Both. Only some of them will be released with HoT. How long it’ll take for all of them, you can only guess.
Back in the day when they first talked about new legendaries, they said that they would likely start with the less serious ones. If you want to assume that is still the case, a new legendary greatsword will likely not come with HoT.
Also keep in mind as soon as HoT comes out you will get quite a bit of (old world) mastery points awarded retroactively due to what you have already done in the world, prior to HoT, so if legendary precursor crafting are the mastery you feel is most important for you, you can likely get most if not the whole line right from day 1

You will first have to unlock the mastery before you can spend points on it.

Considering masteries are account wide, they have to be somewhat time consuming. They are a form of progression and they are meant to take some time to unlock them. They aren’t meant to be a small speedbump before you have them all.
