Biggest mistake to say ArenaNet.
Most players agree that the underwater combat need some work and there isn’t enough of it to craft a first gen underwater legendary at present.
But making this statement, a HUGE portion of the game was blocked off. in an interview before the core game was released, it was stated that at least 1/3 of the game will be underwater. I’m not sure how accurate that statement is, and for HoT(having minimal water) might not have enough to justify more underwater legendaries. but with the potential of the current map that could be used this is a very disheartening thing to hear.
Want Mursaat? Great lets head to Isles of Janthir, but ignore the Bay of Janthir. its like 90% of that aria but its not important.
Lets go slay Jormag! what? 40% of the Far Shiverpeaks is water? well 60% isn’t so lets focus on that.
Elon River, Scavenger’s Causeway, Tarnished Coast, Straight of Malchor, Ring of Fire Islands, Unending Ocean, an [u]UNDERWATER[/u] elder dragon.
The underwater content isn’t bad at all. its the most developed and most fun I’ve played in any game so far, it just need some adjustments. But its getting so neglected, either this sticks and there will be No new underwater legendaries or when it IS time for underwater content there will be a set that is nothing but underwater legendaries.

Nothing says (nor did they) that with an expansion that leads to a water-centric area, that underwater Legendaries won’t be offered at that time.
None in the second Legendary set, though. As you stated, not much water in Heart of Maguuma, that we’ve seen.
I hope they drain all the lakes and make everything ground combat. Underwater combat just isn’t that great. No point to continue wasting resources on it at this point really

I don’t mind no new underwater legendaries for now, but I hope they eventually look back at underwater combat when we fight Steve.
I think Arenanet tend to forget underwater part of the game. It’s really a strong point of gw1 to have underwater content and it feels lacking. Some times ago the pvp map with underwater combat is removed and now no more underwater weapons? Hum… don’t sure it’s a smart choice.
Did they say in the current set or never again? Dulfy’s livestream notes are not clear on this point.
