Not enough hero points?
There has been no official word on the number of skill points needed for elite specs, anything out there right now is just based on datamined info from the game files, which can be spotty or downright incorrect. I’m pretty sure Anet wouldn’t be stupid enough to lock elite specs behind a hero point requirement which is impossible to reach.
And you’re somewhat confused about how hero points were “converted” from the old system. There actually wasn’t a real conversion at all from skill points > hero points, but rather skill points > spirit shards, with hero points being a completely new thing.
Any and all old skill points you had on your old characters were converted to Spirit Shards. Doesn’t matter if said points were from tomes, leveling, whatever. Every single skill point on every single character was converted.
Then they simply gave every character the appropriate number of hero points based on level and how many hero challenges that character had completed.
Every character in the game has access to the exact same amount of hero points. Nothing you did in the past with skill points has any impact, negative or positive, on the number you can get total.
The difference between your characters is most likely due to how many hero points you’ve spent. One character probably has more traits / utilities unlocked than the other.
itd be pretty dumb to lock stuff behind an unattainable amount of hero points so i dont think the amount needed will surpass the amount available
My bet is that there will be new ways to achieve hero points in HoT. The september 29 patch confirms that feeling, because there was an unintended achievement tab from verdant brink which showed that if you complete an achievement you get a mastery point as a reward. Maybe they will implement something similar for hero points. Also, there will be new hero challenges as well.

Hero points have nothing to do with skill points. They are completely separate things with no relation to each other.
You get 398 Hero Points from leveling. This is enough to unlock all the current skills and traits for your class.
There are an additional 213 hero points available by completing challenges in the world.
At level 80 every character with full world completion will have 213 hero points.

Basing something on datamining is not baseless but you are right that datamining is not the same as confirmation. In that regard ele’s sword is a good comparison, while thief’s rifle is not.
Most of my characters had spent the majority of their skill points for ascended crafting and such.
It doesn’t change anything. You received less spirit shards, but the number of hero challenge is the same as if you never bought anything with skill point before the patch.
One of my characters currently has 170 skill points but can only get 22 more from the world. Another is also at 170 and can get 33 more. They’re both at level 80. Since all characters get the same number of hero points from leveling, and get an additional 213 from world completion hero challenges (214 with krait node in home instance) shouldn’t my two different lvl 80s have a different number of hero points but consistent with their world completion? Each of these characters had a different number of skill points on them when the Hero Point updated came through.
How do you know you can only get 22 and 33 on those characters? If you only checked the World Completion numbers you won’t get the right number. Not all hero challenge are part of the World Completion. In reality if you have 170 pts on both character, for both you can still get 44 pts from Hero Challenge. It’s just that for one character you have 22 from world completion and 22 from other maps/WvW, while the other character only have 11 hero challenge outside of World Completion.
IF 250 actually is a requirement, does HoT have enough Hero points available to give out? What about other players who already had map completion, had nearly 0 skill points on them once the Hero point update landed, and can’t get any more hero points at all? How do they get to 250 or even 170?
I’m thinking I just misunderstood something, so can someone please clarify?

You are assuming everyone has 100% world completion. I am sure I am not the only one who is not so obsessive as to feel a need to complete EVERYTHING in a zone. I would hazard a guess that many players do not have 100%. No, asking here does not count as anyone with a casual interest in the game most likely does not post to the forum.

Hero point :
- needed for specialization (core and elite).
- You can earn them by leveling or doing challenges in the base game maps.
- These point are bound to the character.
- Skill point have been refund in regard off the progression of each character. (which mean that even if you used some of them for unrelated matter you wouldn’t have more of them than you have today)
Masteries point :
- Needed for Masteries.
- You can earn them by completing achievement or doing challenge in HoT maps.
- These point are account bound.
- Some achievement will retroactively give mastery point at HoT launch.
Note that Elite spec cost isn’t set in stone and that since they may change them each time they will introduce new elite spec. For the moment, you can be sure that the Elite spec cost wan’t need more hero point than what’s left after hitting 80 and paying for core profession spec.

Considering reaching level 80 gives you 398 hero points, all skills unlocked costs 98 and all core specializations unlocked costs 60 each (300 total) I am not sure how you came to the conclusion. Please check your facts.
OP, until they release how many hero points are needed to unlock the elite specs we won’t know. We can assume it may be similar to a current skill set and specialization unlock which would be roughly 25 for the skills (this amount varies) and 60 for the specialization for a total of 85 points. But again we won’t know until it’s official.

I need to do one of these but maybe we can figure out another way to do a bunch too? For example, I just did all (except one I had to look up today) of them in wayfarer last night with the character I am currently leveling and the others have most in that region. Maybe people who need a point (or most points in a region) post to a thread or via your mumble to arrange a good time?
I am hoping for the 85 pts to do a full skills/traits unlocks for the two lines (or even just giving them to us) as having 85 hero points done for each character by launch is not inconceivable.
