For the recipe I’m going to guess so that the market to buy it is kept high. One recipe per alt versus one per account. This way the merchant has “more things” to sell you. It’s also a way to turn karma into gold by selling the karma recipe on the trading post (unless that turns out to be a bug).

If that is what they were aiming for, they should have just sold a specific item for karma that you can throw in the mystic forge with a normal bag/box. It would retain value, and not force people to level a craft in which they already have on another character (Maybe that is what their goal was with this).

The only thing this accomplish is to make whoever buys it without checking the end result first feel like an idiot afterwards. Who is going to level all their alts to 400 just to craft this? At current prices that means you have make around 30 of these before you start coming out ahead but a character can only have 8 bag slots. For this to work out the price of ori has to skyrocket while the cured harden leather and gossamer has to take a nosedive.
Yea this is rather silly, only your chars with armor crafts of some sort will be able to make and use them.
Probably just an oversight, hopefully…
