Participation Bound to Map IP
Originally, there was no “participation credit” mechanic and people complained the folks who swooped in at the end of a meta chain got the same credit as those who did all the pre-events. ANet has been iterating solutions to this issue ever since LS1, with varying degrees of success.
A problem with participation persisting past a person’s previous IP is that people would then build up participation credit and swap maps as often as possible to gain extra rewards. While there are counters to that, they are easier said than done, especially since the main goal in enabling persistence is to ensure that people don’t lose credit if they DC, so it needs to happen seamlessly for short-durations, which is exactly what happens when people try to swap maps for extra rewards.
tl;dr everyone (including ANet, probably) would like to see participation persist after DCs. Alas, it’s not as easy as it sounds to implement that, without creating other issues.

Since the participation rewards are only given on progress transitions that doesn’t seem like a big problem. Put in a 1 reward per transition per meta cycle limit. That still leaves the possibility of losing a reward if you happen to DC at the transition but that is not nearly as bad as the current situation.

Indeed, events are already made more painful than they need be because people are too lazy to WP and run back when dead in places like the Blighted Towers.
I will help someone who’s downed but not if they’re dead, too much wasted time and loss of DPS when several people stop to revive someone.
God, there are even people who’ll happily lay dead for minutes on end at the Pact Encampment in VB when it’s been lost, which of course is 10 seconds away from the WP.

They already have an week long account wide reward system for the map bonuses that tracks progress. They should be able to have a character specific, map tracking reward system that resets every one hour to 2 hours, depending on the map. It should work even if you switch maps or DC, as long as you get back before the map resets.
ANet may give it to you.

Well, all Verdant Brink IP’s are in sync, so there’s no way to get extra meta-event end chests. The meta event progression chests could then be capped at a certain amount per meta-event cycle to prevent switching to a new map with more meta-event progression for more chests. Then the only advantage to switching maps would be finding a map that’s more populated and active, which is exactly what I want.
As for DC’s, a separate system entirely is needed to stop those from being ridiculously punishing (e.g. DCing 15 seconds before receiving a meta-event end reward chest).

Hmmmm. I was thinking of the other when I was typing, which is account bound so once you got the reward that week on one char you can’t get it again on another char until after next week’s reset. But I guess if it’s only one or 2 hours it doesn’t need to be character specific. I guess not many are going to be switching chars in the middle of a meta event cycle, though there may be a few.
