Well, I could not interact with the paper myself when I was qualified to do so, but I was in a friend’s instance, so maybe that was the problem.
Huh I thought I was the only one, the paper is un-interactable for me as well
I have the same problem. It seems I can’t do My friends, the Smiths either. Beigarth should be in the first cave in the instance but there’s no one to revive there.
Running through this on the third character and these achievements are listed for qualification but the Smith is still not there and the Ornithologist’s paper cannot be interacted with.
I tried for them just a couple of hours ago. I was on my second character doing the story; I have not gone back on my first one to see if that opens the achieves. I certainly couldn’t do anything with the first scattered page other than stare at it, and had no one to revive in the first cave. This despite having the little achieve icons in my buff bar, suggesting they should be doable.

Anet knows about this bug for a while now, but their last (and only) response to this issue is about three weeks old. Nobody knows if they’re working on a fix.
Please keep bumping the thread above in the bugs forum
