You don’t need to equip the new weapon. You can still run your normal weapons and use elite spec.

You don’t have to use the new weapon at all. Now, the traits are likely designed for synergy with the new weapons in mind, but they are by no means required (or even necessarily optimal).

You can only select an Elite Specialization using the third, or bottom, Specialization slot on your build tab.

As for requiring new weapons, you need only select the Specialization on your build tab to use either the weapons or the new skills.

You can most certainly use any available weapon with elite specs. This is a rifle equipped on scrapper which uses hammers.
