Will the digital goodies be given to you as soon as you pre-purchase or when Path of Fire is released?

Soon as you purchase … mostly. Gems can take up to 72 hours to deliver and the permanent pass won’t be usable until PoF release and you have to do one of the missions first.

The shared slot with the level 80 boost will require you to either exit the game or go to the character select screen.
