I’d like to suggest that you look at how city of heroes implemented “power pools” for things like this so we can put everyone on equal “footing” with regard to having access to movement. This can be done even with the current profession designs somehow. You could add in a few extra UI bar slots to the side for these general movement skills/abilities.
At first, I thought this was a bad idea that would never work in GW2, but the more I think about it the more I think it’s a good idea that could work here.
Basically, these could work much like the current use of racial skills, save that you’d have to “buy” them with Hero Points. (And yes, ANet would have to go back and fix Revenants to be able to use racial skills, something they really need to do anyway.) This could make sure that every class has access to the skills that they need for content, with some classes having better versions of these skills.
I’m not sure if GW2 is a able to do this without the classes becoming muddied, but it would solve some problems. The other downside is that I think those “problems” are supposed to be part of class balance.
