What? No he’s not. He expressed no opinions, only a question.
To OP, I would assume the traits still trigger, since the foe is still crippled, they’re just not affected by it.
Based on my experience with programming, I’d assume the traits do proc.
If foe struck has Condition:Cripple then
– Increase damage by 10%
End if
Is simpler than:
If foe struck has Condition:Cripple then
– If foe struck does not have Boon:Resistance then
– - Increase damage by 10%
– End If
End If
This algorithm (i.e. Not a programming language) is a very, very simple way of looking at it and it could be that their code says if Boon:Resistance = yes, Condition = No. But all I can do is make educated guesses at the coding. Someone check this during the HoT beta?

I, too, assume the traits will still apply. I was hoping that someone could point to an interview/article where a definitive answer was provided (or someone from ANet giving an answer here).
The other evidence for assuming they work would be the skills that still copy them to enemies, like Revenant’s Embrace the Darkness (Mallyax elite). That skill would be much less useful if having resistance kept the conditions from copying.
