Revenants and Legends: Skill unlocks

So the Revenant’s legends decide what your utilities, healing and elite skills are, correct? How does one unlock those skills to begin with? Do I have to spend the skill points to unlock a particular legend and thus I get the packaged skills that go with it?

I want it to be a scavenger hunt like Ranger pets. I go around and commune with the legends in the world.

5x Warrior, 5x Ranger, 4x Elementalist, 4x Engineer,
4x Necromancer, 3x Mesmer, 4x Guardian, 4x Thief, 4 Revenant

You still could. I mean, maybe. you’d have to invent your own places. Lets put the RP back in MMORPG
