Anyone managed to buy these from the vendor? is there a specific collection that needs to be done to complete the purchase ?

Nope this is still saying locked even though I have maxed the exalted line, Same for many others too.

This should have been addressed with the most recent fix patch (re: https://forum-en.gw2archive.eu/forum/info/updates/Game-Update-Notes-December-1-2015/first#post5820320). You should be able to purchase it when you have both the 2nd Exalted Mastery and the 3rd Collection for Astralaria unlocked.
