The patch claims it’s fixed. Did you try swapping to Chapter 13 while in another HoT map, then back to 14, then returning to the WP for Sign Cutting? That’s been the trick for most to get their story back on track.

Click on chapter 13 to redo that quest then switch back to chapter 14 and log out and log back in again
