Because having heroes do ‘evil’ things like burning down orphanages makes a lot of sense.

Ooh, imagine a torch, but instead of flames, it’s a fountain of blood. (coming out of the mouth of a skull, held by a demon). That the sort of thing you want Rikimaru?
And such weapons are feasible under the new system if the assumption is that the evil-looking design of the weapon is based on defeating foes embodied by the appearance of the weapon. Perhaps the skull vomiting blood is the skull of the final boss monster you have to defeat, famous for his poison blood attack. His spirit is forever imprisoned grasped in the fist of his mortal foe, the demon Xnspttstl whom he transformed into a small, bronze statue.
But wait! Perhaps you envision your own character as evil! Isn’t that a conflict of interest, heroically slaying evil monsters? Not necessarily! The biggest threat to evil people is usually other evil people. That’s why mobsters and gang members who go around killing people usually are killing other mobsters and gang members, not because they are heroic, but because they are getting rid of threats and competitors.
The game is Rated for General Audience, 12+ in some countries, and in some instances the game goes borderline with the content. I’m in favor of darker content, but I can live without, and it’s not necessary. There are a bunch of weapons in-game with skulls, even an eyeball scepter. So for legendary weapons, really I don’t see it happening

And all the innocent boars and deers and skritts and so on we had to slaughter in the o-so-ironic heart quests… and dont get me started on the evil masterminds called asurans.

We have tons of skull armor/weapons shown in evil looking themes. that we wear as a “Hero”. Hero’s don’t have to be “Good” either. I can be evil as kitten and still find it necessary to kill the dragon that wants to kill me…. regardless of whether it helps Tyria or not.
We are heroes? As far as i can see we try to hinder the dragons to do what they always do: clean up the mess and make place for something new. And all the innocent boars and deers and skritts and so on we had to slaughter in the o-so-ironic heart quests… and dont get me started on the evil masterminds called asurans.
They aren’t innocent they’re corrupted and you don’t kill them you exorcise them. At least that’s how I think of it when I play.
