I could see a pvp unlock pack for specializations (similar to campaign specific skill unlock packs from GW1), but that’s about it.
I don’t think this should be an option for the pve side of the game at all.
Not going to happen. Expansion content comes with the expansion. If people want access to it, they need to buy it. It’s that simple.
I’d love to see an option to purchase the specialisations for gems as an account unlock for those who do not wish to purchase the entire expansion (Something like 1,000 gems per spec, given gems can be purchased through gold).
I doubt it will happen, but it would be a neat little feature for the pvp crowd who have no vested interest in the pve content but still want to mess with elite specialisation builds.
Extremely doubtful (and technically they have said that you need the expansion to get the specs). A big decider on this is I’m sure that they want/need the expansion for good revenue. They don’t want you to be able to buy these features without giving the company money.

This is such a flawed argument i see time and again for getting things in gemstore, if you have gems you are giving ANet money, just not necessarily your own money(okay there is the 400gems for every 10k AP you get, but AFAIK that is the ONLY way the game generate free gems, so that is a minuscule amount in the big scheme for things), but the gem exchange works as a player trade post for gems only, if noone sells gems, then there would eventually be no gems to buy there either. That said i still do doubt you will able to buy the specs separately, if you lucky MAYBE there will be a pack with all elite specs but no other HoT content, but most likely the best you can hope for is the whole expansion for gems, and likely not from day 1 if anything like it goes this way

This is overcome by having the specializations only available if you purchase the expansion as the expansion will not be available for gems, only hard cash.
If the specializations do pop up in the gem store as a “purchase if you want but don’t want HoT feature” they will not be sold for gems, i can guarantee you that, they’ll be sold for cash as they’re a huge feature that alters gameplay, no other gem store item does.

Player A bought gems, sold them to B, who use the gems to get a specialization. One purchase of gems, one specialization unlocked. Player A provided Anet with income, but didn’t get anything from them. He got something from Player B instead.
It would be the same if A bought gems, used them to buy a specialization, and then could somehow sell the specialization to B for gold. One purchase of gems, one sale of a specialization.
This is not me advocating for any part of HoT to be sold for gems. I couldn’t care less about that. But trading gold to get gems doesn’t mean you are buying things for Anet and they aren’t getting paid. Those gems had to get paid for somewhere.

That’s a very easy way of looking at it but it actually isn’t.
Let’s say nobody buys gems with gold or gold with gems (or the equal amount) for a day except you who buys 1000 gems.

The only thing you did was making gold to gems a bit more expensive and gems to gold a biit cheaper.

the base fact RAWR is trying to put forward is that there has to be a supply of cash-bought gems for there to be any supply on the exchange, so at some point in the chain when someone buys gems with gold, Anet has received income from the transaction
According to the Twitch (Ready Up: Specializations AMA) channel video Specializations will be coming to Guild Wars2 before HoT is released. As I understood it it was to lay the foundation for HoT Elite Specializations. The Elite Specializations I believe are only available from the expansion.

Trait changes are specialisations…all current trait lines become specialisations and you have 3 slots for them with 1 slot solely being for elite specs that are only available when you purchase hot.
