[Suggestion] Alacrity effect on skill icons

Right now Alacrity turns our skill recharge numbers green, but it might be helpful if something happened to the icon itself to suggest that it was recharging faster. Maybe the icon could get some kind of spinning gradient effect, sorta like the effects people put onto progress bars to make them feel like they’re moving faster?
I think that sounds really cool and is a good addition. I’m just scared its not going to happen. Many in the past have asked for different colored bubbles in your bottom left screen so you can more easily differentiate between how many clones vs how many phantasms you have up. This has also not happened.
It’s an awful idea. League of Legends recently modified the UI to do some weird things with their skill icons and it doesn’t convey information well. To explain, they recently added a lot of blue details to the skill icons, which mean different things based on the shade and details on the picture. Including replacing the GW2 style cooldown graphic with a small faint blue circle on a dark background with a number overlaying it. To get the same information you used to, it takes a moment longer because the visuals aren’t clear-cut and simple.
It’s true a graphic on top of the skill would convey the message better to an inexperienced player, but at the other end of things that’s visual noise that hides the information you need at a glance. I’d hate to see Guildwars go in the same direction with their skillbar.
