Dragon Stand among other meta events is VERY difficult to get a group together because of the mega servers and overflow. My suggestion is you make the map a queued map like a PvP instance. Once enough people are found it opens a Dragon Stand map with the timer full with enough people to run it.

The problem is that it splits up the player base so there are various maps going on at different times with potentially long queues. The benefit of them all being on the same timer is that everyone can start the meta at the exact same, scheduled time. This is the best time to rally to do the meta event. The other maps have similar schedules.
