In the announcement for GW2:HoT, it was said that lvl 80 chars will stop gaining xp and that there would be other ways of gaining skill points since you won’t be getting it through leveling post-80.

How will this change affect T.o.K.s since their description says that they grant a level?

Nothing confirmed afaik, but it’s possible they’ll give you one free mastery level.

If ToK are unchanged they will do exactly what they do now. Level up your character. Whatever reward you get for leveling up is beyond the scope of ToK.
